Paluwagan template — rules, schedule and an agreement your group signs
Short answer. The Paluwagan Agreement is open below — type your group's names. How the pot works: Each round every member pays the hulog; the whole pot (hulog × members) goes to the slot of that date (Arithmetic of a rotating savings group).
- Bunutan and signed agreement — no later than: type the date
- Last payout — 10 members, every month: type the date
- Last payout — 10 members, every week: type the date

Payouts fall on the same day as the first one: every 7 days, or the same date every month. For every 15th and 30th use the calculator above.

Your group
Your paluwagan — every payout date and who gets the pot
The hulog, the number of members and the payout days. You get the dated schedule, the pot and a chart; send the same terms to your group with one tap.
Invite members
Your group gets this page with the same terms and the same schedule. Each member opens the agreement below and writes in their name and slot. A shared list with everyone's signatures is coming — for now the organizer collects the signed copies.
- Send the link to your group chat — everyone sees the same terms.
- Hold the bunutan, write the order in the agreement and let every member sign next to their slot.
- On every payout date collect the hulog, give the pot and tick it in the Excel tracker.
Arithmetic only: pot = hulog × members; n rounds; every member puts in exactly the pot and receives it once — no interest, no fee. Every 15th and 30th: the 30th becomes the last day of February. A paluwagan that promises interest or sells slots is what the SEC warns about (advisory «Online Paluwagan», 27 April 2018).

Give me the hulog, the number of members and the payout days — I will give you every date and who gets the pot.
Write the rules down before the first hulog. Most paluwagan problems start with «akala ko…».

Deadlines
The rules, with the source
| What | Deadline | Source |
|---|---|---|
| How the pot works | Each round every member pays the hulog; the whole pot (hulog × members) goes to the slot of that date | Arithmetic of a rotating savings group |
| What each member puts in and gets | Exactly the pot in, exactly the pot out — once. Early slots get the pot first, late slots save first | Same arithmetic |
| Paluwagan with «interest» or slots for sale | The SEC warns that «online paluwagan» collecting money with an expectation of interest is an investment scheme that must be registered; recruiters can be held criminally liable | SEC advisory «Online Paluwagan», 27 April 2018 (SRC Sections 8, 12, 28, 73) |
| Penalty for selling such schemes | Up to ₱5,000,000 fine or up to 21 years imprisonment, or both | Same SEC advisory, citing SRC Section 73 |
A paluwagan among people who know each other has no official rules — the agreement below writes down what your group decides. Keep it without interest and without selling slots.
Step by step
What to do, in order

Agree on the hulog and the days
Pick an amount everyone can pay on payday — every 15th and 30th suits most workers.
2
Invite members
Send the link to your group chat: everyone sees the same terms and the same schedule.
3
Draw lots (bunutan)
Decide the order in front of everyone and write the names in the agreement.
4
Sign
Every member signs next to their slot; the organizer signs at the end.
5
Collect and pay out
On every payout date collect the hulog and give the pot to the slot of that date; tick it in the tracker.
6
Keep the record
The Excel tracker shows who paid each round — show it to anyone who asks.
Questions
What is a paluwagan?
A group saving together: each member pays the same hulog every round and one member takes the whole pot, until everyone has had their turn. No interest — it works because the members trust each other.
Who should get the first slot?
Decide by bunutan (drawing lots) or by agreement. The first slot gets the money earliest; the last slot has saved the longest. Many groups give early slots to members with an urgent need.
Someone offers a paluwagan with interest or «benta slots». Is that the same?
No. The SEC warns that paluwagan promising interest is an investment scheme that has to be registered, and many members lost money. A real paluwagan pays back exactly what you put in.
